Debian 2.2 r5 use of the minor problems

Just installed Debian 2.2 r5 months, wants to open the DMA hard disk, as follows :
#hdparm -d1 -c3 -m16 /dev/hda
#hdaparm -Tt /dev/hda Look after open with the data results.
Now, however, there is one other problem : I would like to be activated in order
Automatically, it is rewritten /etc/rc.d/rc.local RedHat, Debian
No /etc/rc.d I going to help them? How can we allow this in the start order

Under /etc/rc.d/ /etc/init.d redhat to debian under counterparts.
