Writing a Small Operating System

How much work would it take to write even the smallest and simplest of operating systems? As in one that is capable of booting and you can Login and navagate + / manage dirs with commands such as cd. 1s, and rm.

If that isn'ta 't basic, what would be?

I 'd also be doing this with C and Assembly (if needed). . After some much needed experience.

I also could base it off of the BSD 's like Apple did. I guess you could call it a mini Darwin project.
